Introduction

Text on cultural policy

CIOFF CULTURAL POLICY

The "International Council of Organizations for Folklore Festivals and Folk Art has" (CIOFF),a non governmental organization in formal consultative relations with UNESCO

Considering that folklore and traditional culture are part of human heritage, and that they are a powerfull means of mutual understanding between ethnic and social groups, as well as of cultural identity assertion;

Noting that an increasing number of international governmental and non governmental organizations are promoting folklore and traditional culture;

Taking into account the desire expressed by the members of CIOFF National Sections to draft a cultural policy according to the general consultation of July 1996;

Acknowledging article 6 of its By-laws:

To enhance peace and reinforce international friendship, CIOFF promotes mutual understanding between nations, particularly in the field of folk arts and traditional culture according to UNESCO's principles;

And taking into account the proposition of the General Assembly of Denmark in 1995,

as well as the following principles:

  • the meaning of cultural heritage
  • the equality of cultural heritages
  • the international mutual understanding
  • the respect of cultural heritage.

Adoptes the following recommendation:

Goal

The goal of this recommendation is to promote folklore according to CIOFF Charter and UNESCO's recommendations.

Objectives

Its first objectives are to promote folklore in the following aspects:

  • Diffusion of folklore;
  • International Co-operation.

As a complement CIOFF will bring its expertise in the following aspects:

  • Identification of folklore;
  • Conservation of folklore;
  • Preservation of folklore.
