Bruno Ravnikar – In memoriam

We are hear to remember the Master, colleague and dear friend Bruno, very well known Slovenian choreographer, expert on chinetography and, overall, the folklore enthusiast who left us at the beginning of last June, at the venerable age of almost 93
Bruno was a physicist by profession with a doctorate in electrical sciences. Specializing in acoustics, he taught this discipline for many years at the University of Ljubljana and at the Academy of Music in Ljubljana. He transferred this passion to the folklore field by intensively studying the acoustics of popular instruments.
He approached folklore in the 1950s by joining the Tine Rožanc group, of which he became director in 1957. Then in 1967 he founded the Emona group. He was therefore one of the pioneers after the Second World War in promoting folk dance. He researched and wrote down many Slovenian dances and created various choreographies for various Slovenian folk groups.
However, Bruno was best known for having introduced, for Slovenian folk dances, chinetography, a dance annotation technique. In fact he was one of the greatest specialists in this field worldwide. In 1969 he wrote his first manual on the choreography of folk dances and in 1980 his manual Kinetografija appeared, in which he also published 300 folk dances from the area of former Yugoslavia.
In 2004 he wrote his second book Kinetografija, ples in gib (Chinetography, dance and movements) perfecting the first manual and adding chinetographies of medieval and social dances.
On the initiative of the then president of the Italian Folklore Union, Bruno prepared, similar to the folklore seminars held in Slovenia and where folklore dances and chinetography are taught, a seminar dedicated to Italian folklore dances. This initiative took place in Russi, near Ravenna, from December 2006 to May 2007. The cooperation continued also in 2009 in a similar seminar held near Udine, were folklore dances from Friuli Venezia Giulia were studied. For those seminars a manual about chinetography, in Italian, was prepared. In the following years annotations of folklore dances from various Italian regions were prepared. This amount of work led to the publication in 2012 of the large book Chinetography and popular dance.
In 1970 Bruno Ravnikar was one of the founders of CIOFF®, International Council of Organizations of Folklore Festivals and Folk Arts, of which after 50 years of commitment, first as the Yugoslavian and then Slovenian delegate, he became an honorary member.
After Slovenian independence, he founded the Zveza ljudskih tradicijskih skupin Slovenije (Union of Slovenian folk tradition groups), the Slovenian National Section of CIOFF®, of which he was president for many years.

CIOFF® delegation in CIOFF® during the 17th Session of the UNESCO Intergovernmental Commity held in Rabat, Morocco.
Successful week for CIOFF® during the 17th Session of the UNESCO Intergovernmental Commity for Intangible Cultural Heritage safeguarding held in Rabat, Morocco.
Around 1000 people attended the meeting as well as 217 NGOs accredited to this Committee. As usual, Committee discussed more than 50 nominations to be put on the UNESCO ICH lists. Paralelly, the UNESCO ICH-NGO Forum had daily meetings including the elections of the Executive Board (new members from Europe, Asia and International NGO were elected).
CIOFF® delegation took part of Important achievements within the Committee and the ICH-NGO Forum meetings, which keep positiong us as a commited organization for ICH safeguarding:

ANKA RAIC, CIOFF® Bosnie-Herzégovine, est la lauréate du Prix international Jeonju (JIPACH) 2022 pour la promotion du patrimoine culturel immatériel (PCI).
Le Centre d'études culturelles internationales de la ville de Jeonju (Corée du Sud) a lancé le 1er mars 2022 le Prix international Jeonju pour la promotion du PCI. Ce prix est décerné à des personnes ou des groupes qui mettent en œuvre de bonnes pratiques de sauvegarde du PCI dans leur propre pays.
Anka Raic est très active depuis de nombreuses années dans la société multiethnique en Bosnie-Herzégovine - elle a menée de nombreux projets aux niveaux local, régional et national afin de sauvegarder le PCI et de promouvoir les traditions.
Anna Maria Boileau, Représentante Sectorielle du Secteur Europe du Sud et Magdalena Tovornik, Représentante du CIOFF® auprès de l'UNESCO ont soutenu sa candidature et envoyé des lettres de soutien (demandées par l'organisateur).
Son travail a été reconnu et récompensé par le jury composé d'animateurs et d'experts de l'UNESCO.
La cérémonie officielle aura lieu le 19 octobre 2022 à Jeonju. Octobre 2022 à Jeonju, en Corée du Sud.

Welcome to the Netherlands
Sector Meeting CIOFF® Central and Northern Europe
Fifteen delegates (Czech Republic, Israel, Luxembourg, Slovenia, Austria, Estonia, Netherlands, Romania, Ukraine, Belgium, Finland, Norway, Slovakia and United Kingdom) took part in the meeting of the Central and North European Sector of the International Council of Organizations of Folklore Festivals and Folk Arts CIOFF®.
During the three days, national delegates discussed the future activity and situation of CIOFF® organisation in our region. There were six different sessions: reports of cultural, festival and legal commissions; information from CIOFF Council action for the last year; our financial situation; the relationship with UNESCO; PR and marketing strategies and preparing for the next General Assembly in Puerto Vallarta (Mexico) in November 2022.
‘I'm very grateful for this meeting. After the pandemic restrictions, we had the opportunity to meet again in person. It's a hard time for our organisation; however, I strongly believe that CIOFF® still holds a strong position within worldwide cultural societies.’ - Ms. Susanne Kramer, chair of Central and North European Sector explained.
In addition to administrative work, the delegates had the opportunity to participate in a folk show: "Welkom in Nederland" directed by Guus van Kan. Ninety minutes of dance, music and song created an unforgettable experience, which allowed us to know the culture of the Netherlands better. Eight groups from all parts of Netherland showed the colorful power of folklore.
‘Our intention was to integrate the Netherlands’ groups for one art project - and it worked! I'm so proud of that. Our international guests discovered how diverse our traditions are.’ - Mr. David Ramon Kloosterhuis, CIOFF® Netherlands President explained.

La section polonaise du CIOFF avec un nouveau présidium !
Les membres et délégués représentant plus de 100 groupes et organisations de Pologne ont élu de nouvelles autorités lors du 15ème Congrès Général de la Section Nationale Polonaise du Conseil International des Organisations de Festivals de Folklore et d'Arts Folkloriques CIOFF®.
Après 30 ans d'activité, M. Jerzy Chmiel est devenu membre honoraire de l'organisation. Il a été président de PS CIOFF® (1992-2022) et ancien vice-président de CIOFF® World (1991-2013). Le nouveau présidium est le prochain bon chapitre de l'histoire future de la section polonaise du CIOFF®.
Le 15ème Congrès Général de la PS CIOFF® s'est tenu du 26 au 28 avril 2022 dans les locaux de l'Ensemble National de Chant et de Danse Polonais "Slask" à Koszecin (Voïvodie de Silésie). 47 délégués ont pris part à la réunion. Au cours de sessions spéciales, ils ont fixé les termes des objectifs futurs du PS CIOFF®.
La section polonaise du CIOFF® est l'une des organisations folkloriques les plus reconnues en Pologne. Nous essayons de protéger le patrimoine matériel et immatériel des danses, de la musique, des chants et de l'artisanat polonais - explique M. Piotr Szewczyk, vice-président nouvellement élu du PS CIOFF®.
Le CIOFF® polonais a des traditions organisationnelles qui remontent au tout début du CIOFF® World. M. Michal Kosinski de Pologne était l'un des fondateurs de l'organisation et le pays faisait partie de l'équipe des 11 premiers pays fondateurs.

Best ICH Practices During The Pandemic
Dear friends all over the world!
As Winston Churchill was working to form the United Nations after WWII, he famously said “Never let a good crisis go to waste”. That is also our plan - to gather the great things in the ICH field that have been done during the pandemic.
People sent in examples of best ICH practices during the pandemic and we have three presentation days - 27.03 6 pm CET (GMT +1) in French, 10.04 6 pm CET (GMT +1) in English and 24.04 4 pm (GMT -3) in Spanish.
The topics you will hear about:
- sharing, teaching or keeping ICH alive;
- keeping the groups alive;
- organising festivals during the pandemic.

2021 a été une année importante dans la croissance constante du CIOFF, tant dans les sections nationales qu'à l'international.
Nous pouvons être fiers que l'accréditation du CIOFF auprès de l'UNESCO pour le patrimoine culturel immatériel PCI ait été renouvelée pour les 4 prochaines années. Cette accréditation obtenue en 2012, renouvelée tous les 4 ans, démontre le sérieux du CIOFF dans la promotion du PCI à travers son réseau de festivals et de groupes folkloriques à travers le monde.
Les succès obtenus à la fois lors des VIe Folkloriada mondiales au Bachkortostan (Russie) et au congrès mondial que nous avons vécu à Budapest - Hongrie, nous invitent à avancer avec espoir et force pour continuer à construire un présent et un avenir prometteurs. Nous sommes conscients que nous devons continuer à être prudents en matière de santé afin de continuer à promouvoir la paix à travers ces événements importants. Je suis sûr que nous continuerons d'avancer ensemble avec des mesures fermes et sûres ! De même, la désignation de la République du Bachkortostan, Fédération de Russie comme lieu de la première Folkloriada Infantile en 2024, est un grand défi assuré sans aucun doute d' un grand succès total, tout comme le fût la Folkloriada mondiale de juillet 2021 !

nous sommes heureux d'annoncer qu'aujourd'hui le comité du PCI de l'UNESCO a décidé de prolonger notre accréditation pour les 4 prochaines années. (Nous l'avons depuis 2012)
C'est une grande réussite pour notre organisation et nous sommes sûrs que notre relation avec l'UNESCO s'améliorera encore à l'avenir !

Traditional Musical Instruments, sharing experiences from the field
The ICH-NGO Forum has launched the new edition of the Live Heritage Series, this time on traditional musical instruments. CIOFF® is present again with an article about furruco and cirrampla instruments in Colombia, which you can read in link below.

The #HeritageAlive in cooperation with ICHCAP, are proud to present our new publication, a new book in the Living Heritage Series – Traditional Musical Instruments: Sharing Experiences from the field.
#HeritageAlive is one of the ICH NGO Forum’s many wonderful activities. First time #HeritageAlive joined forces with ICHCAP, was the publication of Traditional Medicine in 2017, and in 2019 we made a book on traditional food. This book, with the topic Traditional musical instruments, was made with contributions of fifteen writers, representing different NGOs, from countries across the globe. The authors describe the current status of traditional musical traditions and provide insight in safeguarding activities of these traditions in the spirit of the 2003 Convention. The main project has been to share safeguarding experiences, methodology and activities, among us who are working in the field, with the communities concerned, craftsmen, musicians, bearers and practitioners.
Nevertheless we considered that it would be almost impossible to give a fair impression for understanding the musical instruments from text only. We wanted to listen to the sound of the musical instruments, in order to get a better and more fair impression. Therefor we decided to add a playlist, made available online. In this way, we can listen to sample of music referring to each chapter. The book is available for downloading as a pdf, or can be ordered as a hard copy from ICHCAP.
Let me thank the authors for their wonderful contributions, the musicians that have contributed to our playlist, the always hardworking editorial board, in particular Antoine Gauthier, and our great colleagues at ICHCAP, Seong-Yong Park and his team, which has made this publication possible. A summary of the cultural conference in CIOFF® world Congress
Here by the topics of Cultural conference in CIOFF® world congress: Written by Monika Tomingas:
1) UNESCO practical work on the promotion of an item. Procedure in practice.
2) Introduction of the „Busójárás”. The „busójárás” (in Croatian: pohod bušara [1]) is a spring-like, winter-ending folk tradition of the mostly Roman Catholic Southern Slavs in Mohács and its surroundings, the carnival mask formation and dramatic folk tradition of the „sokác” [2], also known as the „poklade” which is the Croatian equivalent of the word. [3] The Mohács „busójárás” has been on the list of UNESCO World Heritage List since 2009. Since 2012, the Mohács „busójárás” has been considered as a Hungaricum, which has been a major success for Mohács civil society, „busó” groups, masquerade and costume makers. Of course, we will show this tradition in live.
3) „Matyó” embroidery: „Matyó” people are distinguished from their surroundings by the mid-19th century, primarily through their colorful costume and rich color embroidery culture. In the beginning, the sheets were decorated then sleeves and aprons. Originally, only red, blue, yellow, green and black yarn were used, but later the shades of purple and other shades of the used colors appeared. The most well-known motifs are „matyó”rose, heart rose, oak rose, cipe (shoes), bird and cat tail (snail line), but tulip leaves and buds are also seen on „Matyó” embroidery. During the presentation we also show folk costumes, dance and music.
4) Falconry
Falconry is strictly speaking hunting with birds of prey. In the broader sense it is a way of life, a community in which this form of hunting is the focal point.
This culture requires a love of nature and birds of prey, hunting expertise, as well as skill in training, breeding and rearing the birds. It also includes the knowledge of making and the use of traditional falconry equipment, exploration and research of falconry history, promoting and preserving the heritage, a shaping of mentality as well as teaching and transmission of the art. People involved in falconry also organize events and occasions for falconry, involving and strengthening the cohesion of local communities and raising awareness regarding the culture at such events domestically and abroad. The tradition of falconry is thousands of years old and existed throughout a major portion of Eurasia. Hungarian falconry stems from this heritage and has become an integral part of Hungarian traditional culture and pervaded her history. During the height of falconry in the country from the 11th -17th century it also became an organic part of Hungarian national identity. Since that time the tradition has dwindled considerably in Hungary and throughout Europe, but the traditional knowledge associated with falconry lives on in localized communities and is gradually gaining popularity.
5) Blue-Dyeing Tradition in Hungary
The spread of the craft of blue dye in Europe relates to the Flemish, who were maintaining this craft from the 8th century. The earliest craftmanship of blue dye was formed in Vienna in 1208. The first working partnership began in Hungary with the cooperation of the cities: Locse, Eperjes, Igló and Késmárk. In the second half of the 18th century were too many employees in the textiles and craft of tinctorial came into existence in the territory near to the Western part of Hungary. Individual wanders and families settle down raising the numbers of those involved in the craft of tinctorials in Hungary. This is how the ancestors of Kluge family from Sorau, Saxony, continued the craft which took place over seven generations. In the middle of the 18th century the textile printing instruments used pigment and pickle squeezing, allowing the painters used the woad to produce the colour blue. However the carbon was already known in the middle ages, spreaded only after the beginning of the ongoing importing. One specialized branch of the blue dye craft, came about from the end of the 18th century, means the special process of the stanchion printing and textilepainting with carbon. From the 20th century beside painting with carbon appeared the synthetic carbon with better quality, the so-called „indantren”, and connection to that the stanchion printing spreaded. Both technology are presented in the limited workshops of blue dye craft in Hungary
6) The „dance house” teaching method as a best practice on the UNESCO World List. As a best practice, this method deserves the honorable title. This is what we would like to show you.

Good morning everyone!
I would like to greet all of you in the Cultural Conference of CIOFF® in Szhazhalombatta, Hungary.
In those disturbing and confusing times it has been asked what role does culture play in our lives and what is the benefit of culture - I believe that culture is one of the only things that keeps us sane and still gives us a way of escape where light cannot be seen at the end of the tunnel. The actor Wendell Pierce has said that “The role of culture is that it’s the form through which we as a society reflect on who we are, where we’ve been, where we hope to be”. I hope that culture will be the force to thrive us through these troubling times and bring us brighter ones.
The mission of CIOFF® is still actual to all of us and remains the same - to promote, present and protect Intangible Cultural Heritage, to develop cultural dialogue all over the world and respect cultural differences in order to guarantee peace all over the world. As one of the goals in the strategy of CIOFF is to strengthen the role of Intangible Cultural Heritage, as a factor in bringing human beings closer together and ensuring understanding among them, then today we have a spectacular possibility to learn about the ICH of Hungary. CIOFF Hungary has prepared many interesting presentations for us today and we will be hearing many practices of preserving ICH in Hungary and these phenomenon can also be found on the ICH list of UNESCO.
Coming back to the question how can humanity benefit from culture and it’s diversity, I would like to end with a thought by Robert Alan: “Cultural differences should not separate us from each other, but rather cultural diversity brings a collective strength that can benefit all of humanity”.

Le Président du CIOFF®? Philippe Beaussant est arrivé à Oufa
L'aéroport de la capitale du Bachkortostan continue de recevoir les invités de la VIe Folkloriade Mondiale CIOFF®?. Aujourd'hui, 1er juillet, des groupes artistiques de 16 pays du monde sont arrivées à Oufa. Le Président du Conseil International des Organisations de Festivals de Folklore et d'Arts Traditionnels CIOFF®? Philippe Beaussant est arrivé dans la république en visite officielle.
« C'est formidable que le Bachkortostan, Oufa, le gouvernement de la république aient montré un grand soutien dans la préparation de la Folkloriada. Surtout pendant la pandémie, c'était très difficile. Nous avons choisi Oufa parce que nous savons qu'ils ont une vaste expérience dans l'organisation de tels événements majeurs, congrès, festivals, etc. Le CIOFF®? en Russie et le Bachkortostan ont soutenu toutes nos actions. Nous sommes heureux que le festival rassemble environ 40 pays et nous réaliserons ensemble cet immense projet » - a partagé le président du CIOFF®?.
La VIe Folkloriade mondiale est un événement principal du CIOFF®?, qui se tient tous les quatre ans. En Russie, le festival se déroulera du 3 au 10 juillet avec la participation d'environ 1 100 artistes des 37 pays. Le programme du festival festif est prévu à Oufa et dans 22 municipalités de la République du Bachkortostan.

L'un des premiers invités étrangers arrivés à Oufa pour la Folkloriade mondiale était le groupe hawaïen Akhuna O'khana.
Dès leur arrivée, l'ensemble des îles paradisiaques a chargé les hôtes de positif. Accompagné d'un ukulélé et d'un accompagnement de kurai, le chef du groupe Joseph Akhuna a chanté la chanson "May there always be sunshine" (Qu'il y ait toujours du soleil) en anglais et en russe.
Le musicien a déclaré que le vol de 18 heures s'était bien passé et qu'il était heureux d'être en terre bachkire, après avoir fait un si long voyage.« En 1978, alors que j'étais à l'université, je suis venu dans votre pays au sein d'une équipe créative. Durant ces années, à travers la danse et la musique, nous avons établi des relations amicales entre nos pays. La culture porte une mission de maintien de la paix », a expliqué le musicien.
Joseph Akhuna dirige l'ensemble familial depuis 20 ans, comprenant ses frères,des enfants,des petits-enfants,des neveux. Le musicien a 22 petits-enfants, certains d'entre eux se produiront au folklore, et le plus jeune est resté à la maison avec sa femme.
«Ma femme aide à coudre des costumes. Elle n'a pas pu venir, mais son âme est avec nous », a déclaré le musicien.
Il y a trois ans, Joseph Akhuna a visité le Bachkortostan et a été inspiré par l'hospitalité locale. À son avis, les habitants de la république ressemblent extérieurement aux Hawaïens.
Après l'enregistrement à l'hôtel, l'ensemble a fait une visite guidée d'Oufa.

Cette pandémie partout dans le monde a infecté notre travail à tous. Les événements culturels et les festivals ayant été annulés ou reportés, le CIOFF souhaite partager à travers nos médias sociaux des vidéos du patrimoine culturel immatériel de différents pays. Même si nous ne pouvons pas présenter notre culture et notre patrimoine en direct en ces temps difficiles, nous devons quand même partager la beauté et la diversité de nos cultures.
Nous apprécierions que chaque section nationale puisse partager avec nous une vidéo présentant le patrimoine culturel immatériel qui a été reconnu par l'UNESCO. En plus de la vidéo, un court texte expliquant le phénomène et l'auteur / détenteur des droits d'auteur de la vidéo. La vidéo peut être de la musique, de la danse, de l'artisanat, etc. Le texte doit être en anglais, espagnol ou français.

2020: 50ème anniversaire du CIOFF® – 75ème anniversaire de l'UNESCO
En 2020, nous célébrons 2 anniversaires très importants:
L'agence des Nations Unies, l’UNESCO a été créée il y a 75 ans pour promouvoir l'éducation, la science et la culture en tant qu'éléments essentiels du développement, de la prospérité, de la compréhension mutuelle, de la tolérance et de la paix dans le monde entier. Aujourd'hui, 193 États participent à la mise en œuvre de nombreuses conventions différentes dans leurs gouvernements et impliquent également la société civile - les ONG.
Il y a 50 ans, le CIOFF® était crée à Confolens (France) par Henri Coursaget en tant qu'ONG pour établir un réseau puissant de festivals de folklore internationaux et promouvoir l'art traditionnel dans le monde entier. Le CIOFF® s'est développé à travers l'ONG dans le cadre de nombreux congrès, forums, conférences culturelles,Folkloriadas et de nombreux autres événements culturels visant à sauvegarder, promouvoir et présenter toutes les formes de patrimoine culturel immatériel.
En 2003, l’UNESCO a voté une nouvelle convention pour la sauvegarde et la promotion du patrimoine culturel immatériel - le CIOFF a été reconnu pour son rôle d’ONG culturel dans cette convention et son propre rôle dans l’application de la convention susmentionnée aux niveaux international, national et local. Après avoir obtenu le partenariat officiel avec l'UNESCO et l'accréditation pour fournir des services au Comité du PCI de l'UNESCO, le CIOFF® a adopté une nouvelle stratégie et une nouvelle politique culturelle pour mieux intégrer les objectifs de l'UNESCO aux travaux du CIOFF®. Nous nous sommes rendu compte que les festivals internationaux du CIOFF® représentent la contribution mondiale pour la sauvegarde des traditions vivantes et,avec d’autres activités culturelles, le CIOFF® est un véritable partenaire de la promotion des objectifs les plus importants de l’UNESCO - Construire la paix dans le monde d’aujourd’hui et de demain.
L’organisation de l’événement phare du CIOFF® - Le Festival international du CIOFF® organisé chaque année au siège de l’UNESCO est également un événement important qui est organisé conjointement.
C’est la raison pour laquelle les deux anniversaires peuvent être célébrés en même temps, meilleurs vœux pour le CIOFF et l 'UNESCO avec l'objectif d'une plus grande coopération entre l’UNESCO et le CIOFF à l’avenir!

2020: 50th Anniversary of CIOFF® - 75th Anniversary of UNESCO
In the year 2020 we are celebrating 2 very important anniversaries :
75 years ago the UN agency UNESCO was created to promote education,science and culture as key elements for development, prosperity, mutual understanding, tolerance and peace in the whole world. Today 193 states are participating in implementing many different Conventions in their governments and also involving social society –
NGOs.
50 years ago CIOFF® was born in Confolens (France) by Henri Coursaget as an NGO to provide a network for international folklore festivals and promote traditional art all over the world. CIOFF® developed through many Congresses, Forums, Cultural Conferences, Folkloriadas and many other cultural events to the NGO with a very visible aim to safeguard, promote and present all forms of Intangible Cultural Heritage.
In 2003 UNESCO voted a new Convention for Safeguarding and promoting Intangible Cultural Heritage - CIOFF® recognized the role of NGOs in this Convention and its own role in the implementation of above mentioned Convention on international, national and local level. After having obtained the official partnership with UNESCO and accreditation to provide services to the UNESCO ICH Committee CIOFF® adopted a new Strategy and Cultural Policy to incorporate and serve better the UNESCO aims in CIOFF® work. We realised that CIOFF® international festivals are representing the worldwide contribution to saveguard living traditions and together with other cultural activities CIOFF® is a real partner of promoting most important UNESCO aims – building peace in the world of today and tomorrow.
The Organization of the CIOFF® Flagship event – CIOFF® International Festival in UNESCO headquarter every year is also one important event done together.This is the reason why the two Anniversaries can be celebrated together with a lot of best wishes for CIOFF® and UNESCO for a better cooperation in the future!

CIOFF® World Folkloriada in Russia / Ufa
On February 6, the Russian Prime Minister Dmitry Medvedev signed an order on the composition of the Organizing Committee for the preparation for the CIOFF® World Folkloriada - 2020 in Ufa. The vice-premier of the Government of the Russian Federation Olga Golodets was appointed as its chairman. The vice-presidents of the Organizing Committee are the Minister of Culture of Russia Vladimir Medinsky and the Head of Bashkortostan Rustem Khamitov.
The Organizing Committee will have to develop and approve a plan of the main activities for preparation and holding for the festival.
Also, the Organizing Committee will include: First Deputy Chairman of the Federation Council Committee for Science, Education and Culture, Senator Liliya Gumerova from Bashkiria, Mikhail Zakomaldin, Chief Federal Inspector for the Republic of Bashkortostan of the Plenipotentiary Envoy Office of the President of Russia to the Volga Federal District, Deputy Prime Minister Salavat Sagitov, Minister of Culture of Bashkortostan Amina Shafikova and others.
The World Folklore Festival is the largest international festival of traditional culture. The event is held every four years. Ufa was chosen as the venue for the festival in 2020 at the World Congress and the General Assembly of the International Council for the Organization of Folklore Festivals and Folk Arts (CIOFF®).

47th CIOFF® World Congress 2017
The 47th CIOFF® World Congress 2017 will take place in Tenggarong - Kutai Kartanegara on the Island of Borneo / Indonesia from October 19 to 29.
As in the years before, the CIOFF® World Congress is under the patronage of UNESCO. The Agenda includes amongst others normal formalities. Very important is again the Cultural Conference. During the congress, there will be elections to the Council. Open positions from the Executive Committee are the President, the Vice-President for Administrative Affairs and the Treasurer. The General Assembly will also decide about the Strategy for the next four years.

LES TROIS GLOIRES DU CIOFF
La cinquième Folkloria du CIOFF à Zacatecas a permis de réunir trois figures consulaires du CIOFF Mondial. Ce sont les ex-Présidents, M. Kari Bergholm et M. Guy Landry et l’ex vice-Président, M. Alcides Hugo Ifrán. Ils ont tous contribué à la fécondation de l’organisation. Chacun dans sa sphère a apporté et apporte encore. Tant par leur talent que par leur énergie et leur efforts, pour consolider la création du CIOFF.
Ces trois grands travailleurs culturels méritent la reconnaissance de tous le monde du CIOFF. Ce sont véritablement des gloires de notre entité.

FOLKLORIADA 2020 Regard sur le futur
Le CIOFF® ne s’arrête pas. Il reste encore quelques heures pour inaugurer officiellement la cinquième Folkloriada Mondial du CIOFF® à Zacatecas. Aujourd’hui, s’est déroulée une réunion avec la ministre de la culture du Bashkortostan, pays dans lequel se réalisera la sixième Folkloriada du CIOFF®. La rencontre a eu lieu à la mi-journée avec la participation du Président du CIOFF®, M. Philippe Beaussant et la Ministre de la Culture du Baskortostan, Mrs. Amina Shafikova.
Le Président du Comité pour la Folkloriada, M. Alcides Hugo Ifrán a donné la bienvenu et des explications à la Ministre, soulignant les étapes à suivre pour la formalisation des documents qui pourront concrétiser la grande réalisation de ce pays.
La signature de la convention se réalisera au prochain Congrès du CIOFF® en Italie. De nombreuses autorités du CIOFF® étaient présentes comme le Président du CIOFF® du Méxique Mr. Alejandro Camacho Gonzalez, qui est aussi le Vice-Président pour les Affaires Culturelles et la Délégation du Bashkortostan.

7th World CIOFF® Youth Forum - Zacatecas, Mexico
The objectives of World CIOFF® Youth Forum are to spread and develop the CIOFF® Youth Movement all over the world. To encourage the youth to promote the intangible heritage, through forms of expressions such as dance, music, games, rituals, customs and other arts. Thus, young people from different parts of the world have the chance of joining and sharing experiences and knowledge through the world forum, which takes place every two years. It works towards achieving other CIOFF® aims in consultative relationship with UNESCO. At present, the CIOFF® Youth World Forum is a landmark of the development and spreading of Youth movement. It is a symbol that several youth movements can work together in unity and harmony.
The 7th World CIOFF® Youth Forum can be characterized special. Not only it will take place in a historic cultural country like Mexico but it will be part of the 5th World FOLKLORIADA. It will be the most crowded forum with the participation of more than 80 youth from each part of the world. The Youth CIOFF® Commission taking into consideration the importance of this Forum, prepared various activities, workshops, presentations, exhibitions as well as a Special Edition, always by following UNESCO's Intangible Cultural Heritage programs. Rencontres fructueuses
Au milieu d'une atmosphère de grande camaraderie, le dialogue et l'analyse des plans et des projets qui contribueront à l'amélioration de l'organisation au niveau mondial, s’est terminé la réunion du Conseil mondial du CIOFF , tenu dans la ville mexicaine de Zacatecas, du 21 au 28 Février 2016.
Pour l'occasion, en plus de discuter des questions inhérentes du CIOFF®, ont été présentées, les informations détaillées de la Folkloriada mondiale qui se tiendra à partir du 30 Juillet au 7 Août avec le soutien du gouverneur de l’État.
Les autorités locales ont déclaré à plusieurs reprises, tout au long de divers entretiens avec les membre du Conseil, dirigé par son président Philippe Beaussant, que le gouverneur de l’Etat Lic. Miguel Alonso Reyes, a ordonné à ses collaborateurs de prêter tout l’appui nécessaire pour atteindre le succès de cette 5ème Folkloriada mondiale.
Sans plus tarde, le chef du cabinet de la plus haute autorité de l’Etat a déclaré: «Notre gouverneur, Don Miguel Alonso Reyes, nous a donné l’instruction de ne pas lésiner d’efforts pour que le succès couronne l’évènement culturel le plus important du monde qui se tiendra dans notre Etat. Toutes les activités du début à la fin, auront notre plein soutien."
Pour sa part, le président Philippe Beaussant tout en reconnaissant la bonne volonté, a demandé aux autorités de CIOFF® Mexico, dirigé par son propriétaire Alejandro Camacho González, le travail en coordination afin que l'idée de transformer la capitale de Zacatecas Folklore monde, du 30 Juillet au 8 Août prochain, deviendra une belle réalité.
A titre d’exemple, le ministre du tourisme, Pedro Inguanzo González a déclaré que l’entité en charge cherchera à promouvoir à profusion par tous les médias de communication, que ce soit la radio, la télévision, la presse ou autre moyens digitaux, la 5ème folkloiada mondiale. A cette fin et par ordre du gouverneur, le budget prévu dans ce champ augmentera de 2 à 4 millions de pesos, soit une augmentation de 100% de la prévision initiale.
Enfin, à la foi le président du comité du CIOFF por la Fokloriaida, le professeur Alcides Hugo Ifrán, le président de la section nationale mexicaine du CIOFF, le Maestro Alejandro Camacho González, le vice-président des affaires administratives, Norbert Mueller, la secrétaire générale, Olga Maloney, le trésorier, Esa Vilhonen, la présidente de la commission culturelle, la professeure Beatriz Sangoy et le président de la commission de communication et des relations publiques Oscar Delgado ainsi qu’environ 3à fonctionnes y compris le secrétaire de l'éducation le professeur Marco Vinicio Flores Chavez (référence principale du gouvernement dans l'organisation de la Folkloriada), la sécurité publique et le coordinateur du Folkloriada par le gouvernement de Zacatecas, Don Antonio Jacobo de Luna, qui ont exprimé leur accord pour travailler ensemble pour donner à Zacatecas le sommet de l'information folklorique mondiale entre le 30 Juillet à 7 Août prochain.
La réunion du conseil mondial du CIOFF® a été présidée par son président Philippe Beaussant et en présence, du vice-président chargé des affaires administratives, Norbert Mueller, le vice-président des affaires culturelles, Alejandro Camacho González, le secrétaire général, Olga Maloney, le trésorier, trésorier Ce Vilhonen , le président de la commission communication et relations publiques, Oscar Delgado, la présidente de la commission de la culture, Beatriz Sangoy, le président de la commission juridique, Francesco Mallozzi et le président des jeunes, Antonio Mallozzi.
Enfin, ils ont assisté les représentants des secteurs: Asie et Océanie: Muammer Arslan, d’Amérique du Nord, Alexander P. Durtka, Jr., d’Europe du Nord, Riitta Korhonen et d’Europe du Sud, Anna Maria Boileau.

D’excellentes réalisations ont été atteinte par une réunion conjointe sur le CIOFF Folkloriada en 2016 à Zacatecas au Mexique.
Dans le champ des activités programmées pour les derniers détails de la réalisation de la 5e Folkloriada mondial du CIOFF, une réunion importante s’est tenue auquel le Secrétaire de l’éducation du gouvernement de Zacatecas, le professeur Marco Vinicio Flores Chávez, le président du CIOFF Philippe haussant, le coordinateur du gouvernement de Zacatecas pour la Folkloriada M. Antonio Jacobo de Luna, le président du Comité du CIOFF pour la folkloriada, le professeur Alcides Hugo Ifrán et le président de la section nationale du Mexique du CIOFF, le maitre Alejandro Camacho Gonzalez, ont participé.
A cette occasion, il est nécessaire de rappeler la coïncidence sur la proposition initiée il y’a plus de 3 ans par le CIOFF, qui s’était compromis à organiser tous les aspects inhérents à une Folkloriada sans précédent. Ainsi, cela touche non seulement le nombre de pays et les activités à réaliser, mais aussi un nouveau concept qui a renforcé ses liens avec l’UNESCO par des activités reliées au patrimoine culturel immatériel, mais aussi matériel.
De son côté, le gouvernement de l’état mexicain a opportunément ratifié le document en état public, réaffirmant sa volonté de concrétiser le programme projeté par le CIOFF et s’est assuré de la présence d’environ 70 pays des cinq continents.
La section national mexicaine du CIOFF a confirmé des accords prévus avec le Gouvernement de Zacatecas en se montrant comme une équipe opérative visant non seulement à coopérer dans la réalisation d’activités à Zacatecas, mais aussi à l’extension des mêmes à 17 états de la République.
De cette manière, des expositions consacrés aux instruments musicaux du monde, des « Bordados" mexicains ainsi que des ateliers artisanaux avec des exposants de presque 50 pays se tiendront. En plus des forums mondiaux pour les jeunes et des directeurs de groupes folkloriques, les activités rendront Zacatecas comme le lieu de l’information folklore du monde entre le premier et le sept août prochain.
Une meilleure nouvelle serait quasiment impossible! Allez le CIOFF.

Le Conseil du CIOFF a participé à la célébration de la Journée du Drapeau Mexicain qui a eu lieu le 24 février à Zacatecas, au Mexique.
Une cérémonie émouvante fut réalisée le matin du 24 février dans la ville de Zacatecas au Mexique pour la célébration de la journée du drapeau mexicain. Le conseil mondial du CIOFF fut invité spécialement pour participer aux actes officiels présidés par le gouverneur de l’état, Lic. Miguel Alonso Reyes.
Finalisant celui-ci, les autorités ont particulièrement salué tous les membres du Conseil et ont procédé au registre photographique dans un moment qui souligne clairement la position donné au CIOFF par le gouverneur de l’état.
De nombreuses personnes ainsi que des touristes ont participé à l’émouvante cérémonie, qui a rassemblé les forces armées, les instituts éducationnels et des forces vives comme les protagonistes participant à la cérémonie d’incinération des drapeaux de distincts organismes qui avait souffert de détériorations.
Le flamboyant drapeau d’au moins 10x30 mètre cubes a surtout été honoré par des visiteurs étrangers.
Le Conseil du CIOFF était représenté par son président, Philippe Beaussant.

Les réunions comité exécutif exécutifs et du Conseil du CIOFF® auront lieu à Zacatecas, au Mexique, du 21 au 27 Février 2016. Zacatecas est la ville hôte pour la Vème "Folkloriada" mondiale du CIOFF® qui se tiendra en Août 2016.
Au cours de leur séjour au Mexique, les membres du Conseil rencontreront le comité d'organisation des "Folkloriada" et visiteront le lieu de la future "Folkloriada" 2016. Une grande réunion est sur le point de commencer !

CIOFF® EXCO AND COUNCIL MEETING WILL TAKE PLACE IN ZACATECAS FROM 21ST TO 27 FEBRUARY
CIOFF® EXCO and Council Meeting will take place in Zacatecas, Mexico from 21ST to 27th February. Zacatecas is a host city of CIOFF® World Folkloriada 2016, which will take place in August 2016.
During their stay in Mexico the Council Members will also meet with Folkloriada Organising Committee and will visit the site of the Folkloriada 2016. A great meeting id coming up!

Forum Ouvert pendant le 45e Congrès Mondial et l’Assemblée Générale du CIOFF® " VERS LA VISIBILITE DONT NOTRE ASSOCIATION A BESOIN "
Un des points culminants du sommet culturel qui vient de se dérouler à Arequipa, au Pérou, fut le Forum Ouvert sur « Le CIOFF® et la presse ». Au cours de ce forum, plusieurs rapports précieux ont été donné sur la nécessité pour le CIOFF® d’être plus présent dans les médias traditionnels ainsi que sur les réseaux sociaux, afin d’obtenir la reconnaissance qu’il mérite pour tout le travail qu’il accomplit en faveur de la culture à travers le monde.
« Plus que jamais, le CIOFF® a besoin de toute la visibilité qu’il peut avoir, en raison de sa présence dans plus de cent pays » rapporte Oscar Delgado, journaliste paraguayen aux 35 ans de carrière et vice-président de secteur Amérique latine et Caraïbes du CIOFF®. Il ajoute que « de nos jours, une organisation de cette envergure, et qui a gagné un statut relativement important auprès de l’UNESCO, se doit d’avoir une présence forte et permanente dans divers journaux, ainsi que dans les médias sociaux, dont l’importance ne fait aucun doute ».
Il a été proposé, par conséquent, que chaque Section Nationale nomme une personne ou si possible monte un département « presse », chargé de fournir régulièrement des informations à la Commission Communications et Relations Publiques du CIOFF® ; ainsi, celle-ci pourra à son tour relayer à travers le monde de façon organisée, professionnelle et systématique les divers projets, activités, propositions, …, des membres de l’organisation.
Por su parte, el escritor e investigador cultural Luciano Revoredo, presidente de CIOFF® Perú, apuntando hacia el mismo objetivo propuso un acercamiento a los comunicadores culturales de los diversos países a fin de crear una “Red de periodistas culturales” que trabaje en buenas relaciones con el CIOFF® y, por tanto, difunda las múltiples actividades de la organización que por propios méritos ha conquistado una alta estima de organismos como la UNESCO
De son côté, l’écrivain et chercheur culturel Luciano Revoredo, président du CIOFF® Pérou, propose dans le même ordre d’idée d’approcher les rédacteurs culturels de divers pays afin de créer un « réseau de journalistes culturels » qui entretiendrait de bonnes relations avec le CIOFF® et diffuserait les multiples activités d’une organisation qui a gagné une haute estime d’organismes l’UNESCO grâce à ses propres mérites.
A son tour, l’enseignant universitaire et gestionnaire culturel Miguel Castillo Riveros, également membre du CIOFF® Pérou, a exposé la nécessité d’adopter une décision claire en faveur d’une plus grande présence dans les médias ainsi que sur les réseaux sociaux, et que cette présence soit le résultat d’une action coordonnée entre les Sections Nationales et les divers organismes du CIOFF®, afin de protéger l’image corporative qui serait projetée dans la société entière.
Les participants au Forum furent pour la plupart des dirigeants du CIOFF® Monde ainsi que les membres de la délégation qui ont assisté au 45e Congrès du CIOFF® à Arequipa, dont plusieurs jeunes venus de différents pays.
En relevant les commentaires des participants, on a pu remarquer un grand enthousiasme en faveur de l’idée de travailler ensemble « vers la visibilité dont notre organisation a besoin »

Les jeunes de tout les pays du monde se sont rencontrés à Paris pour le 9ème Forum de la Jeunesse de l’UNESCO
Le 9ème Forum de la Jeunesse de l’UNESCO a eu lieu à Paris du 26 au 28 octobre 2015. A l’intérieur de l’UNESCO, les jeunes sont venus de tous les pays du monde pour échanger ensemble sur un important sujet qu’est le changement climatique et qui affecte le monde de manière général, particulièrement la pauvreté.
Le Président du CIOFF®, Philippe Beaussant a assisté au Forum et a déclaré que l’évènement fut une bonne opportunité pour les jeunes de se rencontrer et d’échange sur les bonnes pratiques, de s’engage ensemble comme citoyens et de partager des idées qui vont contribuer à la création d’une planète durable dans un futur proche.

Mr. Vasja Samec fut récompensé de l’Ordre National du Mérite par le Président de la République de Slovénie.
Bonne nouvelle pour le monde du folklore : Mr Vasja Samec de Maribor en Slovénie fut décoré de l’Ordre National du Mérite par le Président de la République de Slovénie pour son travail dans le domaine du folklore dans tous les pays du monde durant 50 ans. La cérémonie officielle a eu lieu dans le Palais Présidentiel le 23 octobre 2015. De nombreuses personnalités étaient présentés comme le Ministre de la Culture et de nombreux membres du CIOFF® et de le bureau exécutive du CIOFF® de Slovénie. Le groupe folklore des « Etudiants » de Maribor a présenté un grand spectacle durant la cérémonie. Le CIOFF® a remercié Mme Vasja Smec pour son important travail accompli dans sa vie et a exprimé sa gratitude de laisser le folklore de Slovénie actif durant ce temps.

Les représentants du CIOFF® sont d’illustres invités d’Arequipa
Arequipa est aujourd’hui le centre mondial du folklore. Dans la ville, a comencé le 45ème Congrès mondial du CIOFF, le conseil international pour l’organisation de festival de folklore et d’arts traditionnels. Participent, les dirigeants d’organisations culturels provenant de tous les continents. Durant la matinée du mardi 13 octobre, le maire d’Arequipa, le Dc. Alfredo Zegarra Tejada, a présenté dans un acte spécial la “Déclaration d’illustres hôtes” aux visiteurs, avec la présence du président du CIOFF, Philippe Beaussant ainsi que d’autres directeurs de l’organisation.
En plus du président, des prix ont été distribués au vice président pour les affaires culturelles du CIOFF, le prof. Alcides Hugo Ifrán, au président CIOFF du Pérou, Luciano Revoredo et au délégué CIOFF du Pérou, Humberto Valdivia.
Etaient également présent à la cérémonie, tous les membres exécutifs du CIOFF, tel que le vice président pour les affaires administratives, Norvert Müller, la secrétaire générale Olga Maloney, le trésorier Esa Wilhonen et les membres du conseil mondial en tant que délégués et représentants de la jeunesse de nombreux pays. Cet ensemble fut coordonné par la présence des membres CIOFF du Pérou, officiant comme hôte de cette grande reunion.
Dans un vibrant discours, le président du CIOFF Philippe Beaussant a non seulement remercier le titre honorifique qui lui est porté, mais a également son soutien au maire Zegarra Tejada dans l’oganisation du Congrès dans son accueillante ville.
Le président du CIOFF du Pérou, Luciano Revoredo a loué la réactivité et l’efficace réceptivité du maire dans la proposition par les dirigeants du CIOFF d’organiser le congrès à Arequipa.
A son tour, le major de la ville a exprimé sa satisfaction de la décision du CIOFF d’organiser ici sa réunion annuelle et a manifesté son engagement de poursuivre son
soutien aux actions culturelles. Il a également souligné le fait que dans la ville, la célèbre Festidanza connaît déjà des éditions réussies.
Enfin, il est important de remarquer que durant l’ouverture, l’hymne national du Pérou a été chanté et durant la fermeture de l’acte protocolaire, l’hymne d’Arequipa a également été chanté avec beaucoup de ferveur. L’expérience s’est terminée avec succès par la présence d’un couple dansant avec enthousiasme le “Montonero Arequipeño”.

GRAND SUCCÈS DE LA CONFÉRENCE CIOFF® à Foumban en Afrique - CAMEROUN - du 25 au 27 Septembre 2015
La Conférence organisée au cours de la dernière semaine dans la ville de Foumban par la Section Nationale du Cameroun, a obtenu une grande ovation parmi les acteurs culturels africains. Au cours de cette Conférence, un Forum sur la Diversité Culturelle et de la Décennie Internationale pour le Rapprochement des Cultures liées à la Convention de l'UNESCO de 2005 a eu lieu. Une autre grande réalisation est la création de le Secteur Africaine du CIOFF® . Dans l'année du 45e Anniversaire du CIOFF® et du 70e Anniversaire de l'UNESCO, cette création est un important résultat pour nos organisations.
Le CIOFF® a été représenté durant la Conférence de Philippe Beaussant, le Président au niveau mondial, Magdalena Tovornik, le Représentant auprès de l'UNESCO et Jean Roche, Membre Honoraire du CIOFF® avec un passé dans le CIOFF® et Représentant de l'UNESCO jusqu'en 2010.
Ainsi, cette création est non seulement une réussite africaine mais d’un monde et nous sommes tous fiers de célébrer nos amis africains!

Le Comité de Liaison ONG-UNESCO et Mme Irina Bokova - Directrice Générale de l'UNESCO ont visité le XIème Festival National de Folklore Bulgare à Koprivshtitsa, listé dans l’ICH de la Bulgarie
La Fondation Sozopol en Bulgarie a organisé une Table Ronde Internationale: "70 ANS DE L'UNESCO – LA PAIX, PAR L'EDUCATION, LA SCIENCE ET LA CULTURE" à Sofia, en collaboration avec la Commission Nationale de la Bulgarie pour l'UNESCO, le Centre Régional pour la Sauvegarde du Patrimoine Culturel Immatériel et le Palais National de la Culture .
Des représentants du Comité de Liaison ONG-UNESCO ont participé au Forum et Philippe Beaussant, Président Mondial du CIOFF® et Membre du Comité de Liaison était également présent. Tous les représentants, ont visité, le 7 août, le XIème Festival National de Folklore Bulgare à Koprivshtitsa, participant au Patrimoine Culturel Immatériel de la Bulgarie. Le Festival a célébré son 50e Anniversaire avec l'honneur d'être introduit par Mme Irina Bokova, Directrice Générale de l'UNESCO, qui était aussi la Patron du Festival. La ville de Koprivshtitsa est particulière par l’expression de la culture et des traditions bulgare. Le Festival représente ainsi grandement, ce Patrimoine National important.

Conference CIOFF® Africa
Forum /Conférence/CIOFF® Afrique/Cameroun
Par décision du CIOFF Mondial, le CIOFF Cameroun a l’honneur d’organiser 25 au 28 septembre 2015 dans la ville de Foumban, Département du Noun, Région de l’Ouest Cameroun, le Forum International/Conférence du CIOFF, avec au programme :
• Forum sur la diversité culturelle et de la décennie du rapprochement des cultures en relation avec la convention 2005 de l’UNESCO.
• La création du secteur africain du CIOFF®.
INFORMATION SUR FOUMBAN
Foumban est le chef lieu du Département du NOUN, il est situé dans la région de l’Ouest Cameroun. C’est une ville historique, touristique et appelé “cité des arts”. La population est hospitalière et possède en son sein une diversité culutrelle.
Langue: la langue officielle est le Français et l’Anglais et la langue locale le Bamoun et le “Shu mum” une langue inventée par le celebre Roi NJOYA.
Climat: la temperatura varie entre 40°C et 25°C prevoir des tenue appropriées contre le froid et la pluie.
Monaie: la monaie utilisée est le franc CFA. Les transactions d’echange de devise pouront s’effectuer à l’aeroport ou dans les Banques surplace . Les Banques ferment les samedi à 12 heures et sont fermées les dimanches.

Candidature de Président du CIOFF® a la Présidence de la Conférence Internationale des ONG
Chers Collègues des ONG partenaires de l’UNESCO,
J’ai l’honneur de présenter ma candidature à la présidence du Comité de Liaison ONG-UNESCO.
Pendant ces dernières années, en lien avec mes activités au sein du CIOFF® (conseil international des organisations de festivals de folklore et d’arts traditionnels), j’ai pu observer le travail collectif des ONG partenaires de cette très belle organisation qu’est l’UNESCO. Au cours des derniers douze mois, la participation à la préparation du Forum sur le rôle de la jeunesse en faveur du patrimoine matériel et immatériel, puis au Forum même m’a permis de m’impliquer activement dans ce travail collectif et m’a donné la motivation d’y contribuer de manière plus significative, à travers le Comité de Liaison.
C’est à la fois le travail collectif au sein du groupe de préparation que l’énergie dégagée par les ONG participantes qui m’ont encouragé à voir plus loin et donc à m’engager plus profondément pour réaliser tous ensemble un travail dynamique dans la continuité de ce qui a été effectué depuis deux ans par le président Patrick Gallaud et les membres du Comité de liaison.
J’ai de la chance de vivre ma passion en exerçant mon métier, car j’ai construit ma vie active dans une ONG dont l’activité me fascine. J’ai 48 ans, je vis à Paris, suis le directeur actuel du Festival international « Cultures Croisées en Ile de France » et président du CIOFF®; ONG Partenaire officiel de l’UNESCO.
Avec cet enthousiasme et grâce au CIOFF®, je voudrais mettre en valeur mes expériences internationales au sein d’un réseau de plus de 110 pays qui oeuvrent pour la diversité culturelle et pour un dialogue de paix et de tolérance à travers le monde.
Nous devrons collaborer davantage avec les commissions nationales de l’UNESCO et ceci en faveur du Comité de Liaison et de la coordination d’un travail collectif des ONG.
Je souhaiterai voir un Comité de Liaison encore plus dynamique et capable de représenter toutes les ONG partenaires et de mobiliser la force de toutes nos ONG pour les années à venir. Le travail a été déjà initié par le Comité de Liaison et par son Président actuel pour donner une plus grande visibilité aux ONG, nous devons continuer sur ce chemin afin de souligner l’importance du travail des ONG au sein de l’UNESCO et de s’assurer que l’UNESCO valorise les ONG et leurs contributions car sans les ONG et la société civile il sera difficile d’établir de solides connexions depuis la base.
Je m’engage donc à tout cela, vous pouvez compter sur ma force de conviction ; ma vitalité et mon sens du travail en équipe pour que toutes nos ONG soient du mieux possible représentées au sein de l’UNESCO pour un partenariat encore plus important et efficace.

44th CIOFF® World Congress and 6th Youth Forum to host Delegates from 100 Countries in Bautzen, Germany, October 16 – 26, 2014
The 44th CIOFF® annual World Congress and 6th Youth Forum will be held in Bautzen, Germany,
October 16 – 26, 2014. Organizers expect about 200 people representing 100 member countries to attend, with delegates traveling from far away to this historic city, located in Eastern Germany near Dresden. The 44th CIOFF® World Congress is hosted by CIOFF® Germany, led by President Mr. Norbert Mueller, in collaboration with the city of Bautzen, and CIOFF® members: Domowina, Sorbisches National Ensemble and Sorbische Volkstanzgruppe Schmerlitz.
Since 2012, CIOFF® has been working in Official Partnership with UNESCO (United Nations Educational, Scientific and Cultural Organization) and is accredited to provide advisory service to the Committee of the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage. UNESCO Director General Ms. Irina Bokova emphasized during the 2012 CIOFF® World Congress in Paris that “UNESCO and CIOFF® share the same goal: to promote the diversity of cultural expressions and raise the potential for human development.”
This CIOFF® World Congress continues the work to safeguard intangible cultural heritage all over the world. These once yearly assemblies are also celebrations of diversity and tolerance. A very important component of the World Congress is the 6th CIOFF® Youth Forum which will take place simultaneously at the Youth Hostel Gerberbastei, also in Bautzen. More than 30 youth members are expected to participate from as many countries.
The Congress, the CIOFF® Cultural Conference and the concluding evening event will take place in the German-Sorbian Volkstheater. Other meetings and events such as Council Meeting, the meetings of the CIOFF® Sectors, Commissions and Committees will take place at Serbski Dom.
Founded in 1970, CIOFF® is now represented in over 100 different countries in which there are more than thirty thousand folklore dance and music groups and folk arts organizations. Today CIOFF ® globally coordinates over 300 annual international folklore and folk arts festivals, uniting thousands of volunteers around the world with its mission to encourage cultural exchange in order to promote a growing spirit of friendship and peace.

Spring EXCO and Council Meetings in San Jose, Costa Rica
CIOFF® EXCO and Council meetings will take place in San Jose, Costa Rica, March 23 - 30, 2014. Hosted by CIOFF® Costa Rica and organized by Hans Leiton Guitierrez, the meeting has received official recognition by the President of the Republic of Costa Rica, Laura Chinchilla Miranda. Costa Rica Minister of Culture, Manuel Obregon, has also pledged support. That the government of the Republic of Costa Rica endorses and supports CIOFF® is an indication of the good work of CIOFF® Costa Rica and is a great achievement!

Nouveaux Membres du CIOFF ® élus au cours de 2013 Congrès mondial
Résultats importants de l'Assemblée générale du CIOFF ® à Zacatecas avec les élection de nouveaux dirigeants . Les membres suivants ont été nouvellement élus : Président Philippe Beaussant (France), secrétaire général Olga Maloney (Royaume-Uni) et vice-président pour l’Administration, Norbert Mueller (Allemagne). Et le Vice-président pour la Culture, le professeur Hugo Alcides Ifran (Argentine) et le trésorier Esa Vilhonen (Finlande) ont été réélus. Beatriz Sangoy (Argentine) a été élu président de la Commission culturelle, NamYong Kim (Corée du Sud) a été élu président de la Commission des Festivals, et Karen Babcock (Etats-Unis) a été élu président de la commission relations publiques et communication.
Les participants provenant de 60 pays ont pu apprécier des spectacles de groupes et danseurs mexicains Mariachi, et y compris un défilé spécial de styles vestimentaires traditionnels portés dans toutes les régions du Mexique. Les participants ont également apprécié les visites de cette ville et des musées de Zacatecas du patrimoine mondial de l'UNESCO ainsi que le jour des célébrations des morts.

CIOFF ® les Folkloriadas 2016 auront lieu à Zacatecas, Mexique
Lors du Congrès mondial 2013, il a été annoncé que l’événement phare du CIOFF®, Folkloriada ® , aura lieu à Zacatecas, au Mexique, en Juillet 2016. Le gouverneur de l'Etat de Zacatecas, Miguel Alejandro Alonso Reyes, a été rejoint par le président du CIOFF® Mexique professeur Alejandro Camacho et le président sortant Udomsak Sakmunwong, ainsi que le nouveau Président Philippe Beaussant, la secrétaire général Olga Maloney et les membres du Conseil, ont ainsi signé l'accord sur ces Folkloriadas 2016. Le Festival des Folkloriada a lieu tous les 4 ans dans un pays hôte différent , mettant en vedette des danseurs et des musiciens d'environ 70 pays dans une célébration extravagante de richesse culturelle folklorique ainsi que le travail du CIOFF ® International pour promouvoir le patrimoine culturel immatériel .

43e CIOFF ® Congrès mondial à Zacatecas, au Mexique, le 26 Octobre - 2 Novembre, 2013
La 43e CIOFF ® congrès annuel mondial a eu lieu à Zacatecas, au Mexique , du 26 Octobre au - 2 Novembre 2013. Le Congrès a été gracieusement organisé par le CIOFF ® Mexique, dirigé par le président le professeur Alejandro Camacho.
Depuis 2012, le CIOFF ® travaille en partenariat officiel avec l'UNESCO (Organisation des Nations Unies pour l’éducation, la science et la culture) et est accrédité auprès du Comité intergouvernemental de la Convention de l'UNESCO pour la sauvegarde du patrimoine culturel immatériel. En tant que tel, le Congrès mondial du CIOFF® a reçu le Haut Patronage de l'UNESCO de la part du Directeur général de l’UNESCO, Mme Irina Bokova qui a souligné lors du Congrès mondial 2012 à Paris que

L’assemblée du comité exécutif et du conseil du CIOFF® se déroulera à San José au Costa Rica du 23 au 30 mars 2014, et sera organisée par la section nationale du CIOFF® Costa Rica.

Nouveau livre CIOFF® publié : chants folkloriques des enfants du monde
Le CIOFF® international annonce la publication d’un nouveau livre, chants folkloriques des enfants du monde. Publié lors du 10ème anniversaire de la sauvegarde du patrimoine culturel immatériel de l’UNESCO, il comprend 124 chants de 56 pays.
Les chercheurs ont collecté des matériaux durant plusieurs années pour ce projet du groupe de travail sur les enfants du CIOFF®. Les chants sont présentés avec les partitions et paroles en langue d’origine ainsi qu’en anglais. Le livre des chants folkloriques des enfants du monde est publié par le CIOFF® Pologne en tant que volume XI de la série de publications sur le patrimoine immatériel.

Assemblée du comité exécutif et du conseil
L’assemblée du comité exécutif et du conseil du CIOFF® s’est tenue à Lampang and Chaingmai, accueillie par le CIOFF® Thailand. Les réunions de la commission festivals et du groupe de travail sur les relations publiques se sont également déroulées en amont de l’assemblée.
Toutes les réunions furent très productives, avec pour objectif principal la nouvelle stratégie du CIOFF®, un questionnaire sur les sections nationales et les changements du règlement intérieur du CIOFF®.
Les réunions ont étés très bien accueillies et organisées et les délégués ont été bouleversés par l’excellente hospitalité. Les délégués ont reçu pour cadeau une visite mémorable du centre de protection des éléphants, du panorama de Mae Mo, qui a accueilli la spectaculaire cérémonie d’ouverture « Salunglung Klongyai Peemai Mueng » (festival de Songkran) et ont pu expérimenter une cérémonie traditionnelle de nouvelle année .

Le 42ème congrès international du CIOFF® et le forum CIOFF® jeune ont accueilli 60 pays à Paris du 8 au 17 Novembre 2012
Le 42ème congrès annuel du CIOFF® international et l’assemblée générale se sont déroulés du 11 au 17 Novembre à Paris au Centre International de Séjour Maurice Ravel (CISP). Environ 200 personnes venues de 60 pays y ont pris part, avec des délégations parfois venues du bout du monde comme de Nouvelle Zélande ou encore du Japon. Le congrès du CIOFF® fut précédé du forum CIOFF® jeune, tous deux furent gracieusement accueillis par le CIOFF® France, mené par sa présidente Anne-Marie CIOLFI et le secrétaire général du CIOFF® international Philippe BEAUSSANT, en partenariat avec la ligue de l’enseignement.
L’année 2012 fut une grosse réussite pour le CIOFF® qui est devenu une ONG (Organisation Non-Gouvernementale) en partenariat officiel avec l’UNESCO (Organisation des Nations Unies pour l’Education, la Science et la Culture) accrédité au comité intergouvernemental de l’UNESCO, convention pour la sauvegarde du patrimoine culturel immatériel. A ce titre, le congrès international ainsi que le forum des jeunes ont reçu pour la première fois le haut patronage de l’UNESCO. Lors de la cérémonie d’ouverture du congrès, la directrice générale de l’UNESCO Mme Irina BOKOVA, a adressé un message vidéo aux délégués du congrès, dans lequel elle a reconnu la contribution du CIOFF® pour la sauvegarde du patrimoine culturel immatériel. Mme BOKOVA a salué l’engagement de l’organisation et l’implication des jeunes, elle a également souligné que l’UNESCO et le CIOFF® partagent le même but : promouvoir la diversité des expressions culturelles et augmenté le potentiel du développement humain.
Parmi les sujets principaux discutés lors de l’assemblée générale du CIOFF® étaient cités le travail en partenariat avec l’UNESCO, le bilan des Folkloriades 2012 du CIOFF® à Anseong en Corée du sud, et l'adoption de la nouvelle structure du CIOFF®. Trois nouveaux pays furent acceptés en tant que membres correspondants du CIOFF®: le Kyrgyzstan, le Koweit et l’Arabie Saudite.
Le Forum du CIOFF® jeune
Le CIOFF® jeune a présenté sa nouvelle édition du magazine « jouons ensemble » qui a été préparé pour la journée des jeux traditionnels lors des Folkloriades CIOFF®. Les jeunes présents lors du forum ont élu un nouveau comité de coordination, déterminé un nouveau plan de travail pour les deux années à venir mettant l’accent sur l’importance de développer le mouvement du CIOFF® jeune.
La conférence culturelle du CIOFF®
La conférence culturelle du CIOFF®, partie intégrale du congrès international, s’est déroulée le 15 Novembre et fut dédiée à la sauvegarde du patrimoine culturel immatériel avec des exposés des membres principaux de l’UNESCO : Cecile Duvelle (section du patrimoine culturel immatériel), Chiara Bortolotto (Anthropologue à l’université libre de Bruxelles), Diego Gradis (avocat, ex-président de « Traditions for Tomorrow » et membre du comité de liaison ONG-UNESCO), Jean Audouze (président de la commission Française de l’UNESCO),Mario Garcia Siani (président du du CIOFF® Paraguay) et Ramiro Mansutti (président du comité de coordination du CIOFF® jeune, et président de la commission culturelle du CIOFF®. Magdalena Tovornik (représentante du CIOFF® à l’UNESCO) et Guy Landry (membre honoraire du CIOFF®) ont animé le débat qui a suivi les présentations. Dans sa présentation, Mme Cécile Duvelle a déclaré que «la reconnaissance de l'UNESCO signifie que le CIOFF® effectue un travail significatif et important », elle a en outre soutenu la mission du CIOFF® en disant que l’éducation des communautés rajoute une valeur au patrimoine culturel immatériel.
Le Forum CIOFF®
Le forum ouvert du congrès fut dédié à la propriété intellectuelle et à la sauvegarde des traditions culturelles : les challenges et opportunités pour les festivals de folklore, furent présentés par la représentante de l’OMPI (Organisation mondiale de la propriété intellectuelle) Mme Brigitte Vezina.
Durant le congrès, tous les participants ont assisté à une réception civique à la mairie de Paris, hébergé dans l’hôtel de ville historique de Paris sur la Seine. Le congrès s’est terminé par une soirée de présentation du CIOFF® au théâtre de l’UNESCO où étaient présentes 1200 personnes dont des représentants nationaux de l’UNESCO. Le président du CIOFF®, Dr. Udomsak Sakmungvong (Thailande), a fait une courte présentation du CIOFF®, qui fut suivi d’un spectacle du nouvel ensemble de musique et danse du CIOFF® France.

Accréditation du CIOFF®
Lors de la réunion de l’UNESCO à Paris le 7 Juin dernier CIOFF® a été officiellement accrédité par le Comité Intergouvernemental pour la Sauvegarde du Patrimoine Culturel Intangible en tant qu’ONG (Organisation non gouvernementale).
CIOFF® pourra alors fournir des services consultatifs auprès de ce comité ; ce qui de fait ouvre de nouvelles possibilités pour les activités du CIOFF® dans le domaine Culturel Intangible et ainsi renforcera ses liens de coopération avec l’UNESCO.

CIOFF® EXCO and Council Meeting in Iskele, Cyprus

CIOFF® EXCO and Council Meeting took place in beautiful surroundings of Kaya Artemis Hotel in Iskele, Cyprus. The Joint meeting of Festivals Commission and Working Group on Public Relations also took place prior to the EXCO and Council meetings.
All the meetings were extremely productive, with the main focus on the New CIOFF® Structure and Strategy, relations of National Sections with UNESCO National Commissions, forthcoming Folkloriada 2012 in Anseong, South Korea and changes to CIOFF® By-Laws
The meetings were extremely well organised and hosted and the hospitality experienced by all the delegates was overwhelming. The delegates were treated to Traditional Turkish Cypriot Night – Costume Show, Traditional Turkish Cypriot Musics and Henna & Shaving night show of Iskele Municipality Folk Dance Group in ISKELE ATATURK CULTURE CENTER, trip to historical sites in Famagusta, visit to MELANDRA HOUSE Cultural Centre and performance by the Iskele Munisipality Folk Dance Group after the final reception.
We would like to thank our Hosts in Iskele for the outstanding organisation and wonderful hospitality. We all felt very welcomed and the memories of our stay in Iskele will remain with us forever.

CIOFF® FOUNDER HENRI COURSAGET PASSSES AWAY
It is with great sadness that CIOFF® announces the passing of its beloved founder, Henri Coursaget. He passed away Monday, March 21 in his hometown of Confolens, France, after a brief illness. He was 86 years of age,
In 1970 Mr. Coursaget invited a group of his colleagues in Festival management from throughout Europe, to meet with him to explore his idea of forming an Association binding together Folklore Festivals in a common endeavor to emphasize and expand the sharing of cultural traditions among countries, in the hope that, thereby, the cause of World Peace could be significantly enhanced. This was the beginning of CIOFF®, which is today represented in ninety countries around the world, with over three hundred international Folklore Festivals bearing its seal of approval. Significantly, in the early days of CIOFF®, under Henri’s leadership, the organization distinguished itself by accomplishing the exchange of cultural traditions across the previously nearly impenetrable Iron Curtain.
Mr. Coursaget served as CIOFF®’s President until 1989 and was subsequently awarded the permanent title of Honorary President. This was not just an empty title for Mr. Coursaget. He remained active as an inspirational leader for all of CIOFF®. As recently as November 2010, he attended the Fortieth Anniversary CIOFF® World Congress in Tahiti, where he addressed the assembled Delegates several times, especially on the topic of maintaining and emphasizing the spirit of working together across the borders of the world and allowing this theme to prevail over existing individualism.
Mr. Coursaget was also the founder of the well known Festival de Confolens in 1957. He retired from the active management of that large Festival at the time of its fiftieth anniversary in 2006. The present Director of Festival de Confolens is Mr. Philippe Beaussant, who is also Secretary General of CIOFF®.
CIOFF® National Sections and their members around the world will now take on the challenge of honoring the memory of Henri Coursaget with redoubled efforts to break down walls that exist between nations and between people, by means of the exchange of cultural traditions, asaccomplished through International Folklore Festivals, as well as by other means.

40ème Congrès du CIOFF International et son Assemblée Générale
Le 40ème Congrès du CIOFF et son assemblée générale se sont déroulèrent à Papeete , Tahiti du 6 au 13 Novembre 2010. 30 sections nationales y participèrent avec 12 procurations de vote, 3 membres associés, 2 membres correspondants , en la présence du Président d’Honneur et fondateur du CIOFF et de 3 membres d’honneur.
La grande famille du CIOFF fut rejointe par 7 nouveaux membres : la Bosnie Herzégovine, Equateur, Irlande, Panama, Trinidad et Tobago comme membres à part entière, la Jordanie, comme membre associé, et 60 festivals autour du monde reçurent la reconnaissance du CIOFF.
Magdalena Tovornik fut élue comme la nouvelle représentante du CIOFF à l’UNESCO.
Les principaux thèmes de discussion furent : les nouveaux objectifs du CIOFF, « stratégies et structure and la proposition d’un programme de transparence. »
L’accord concernant les 4ème Folkloriades entre CIOFF, la Section National CIOFF Corée et Hwang Eun Seong , maire de Anseong et président du Comité d’organisation des Folkloriades fut signé en présence de tous les délégués.
La conférence culturelle fut dédicacée à l’anthologie de la culture polynésienne et le rapprochement des cultures.

CIOFF® WORLD FOLKLORIADA 2012
The National Section of Korea, the city of Anseong, the government of Korea and the Folkloriada Committee of Korea are working very hard to prepare CIOFF® Folkloriada 2012. In April 2010, CIOFF® Council, Festivals Commission and Folkloriada Working Group were in Anseong, Korea, to meet the organizers of CIOFF® Folkloriada 2012. A tour at the future site of CIOFF® Folkloriada 2012 was organized and a special show of the “Namsadang Nori” (UNESCO Treasure of Humanity) was presented on the permanent site of Intangible Cultural Heritage of the World in Anseong. A special reception was hosted by the Folkloriada Committee of Korea for the business people who will help for the financing of CIOFF® Folkloriada.
The permanent site of Intangible Cultural Heritage conceived in a perspective of sustainable development, is under construction. The site will include inside and outside theaters with four sides seating. It will also include a place for storytelling and for small musical presentations. Also, the site will have place for traditional games, handicraft, exhibitions and tasting of traditional dishes. A Hotel will be built on site. The outside stage is already completed and the inside theater is mostly finished. The second venue of CIOFF® Folkloriada 2012 is the same site as the Festival of Anseong, situated in the middle of the city, near the river. Roads and parking lots have been created for cars and buses. The construction of the site is aimed to become a tourist destination for Koreans and visitors from all around the World to discover Intangible Cultural Heritage.

CIOFF® FAMILY HELPS HAITI AFTER THE EARTHQUAKE
After a massive earthquake devastated Haiti on January, 12th 2010, the 7.0 magnitude quake reduced much of the Capital Port-au- Prince into rubble, a city already lacking in basic health service. That was by far the worst disaster to hit the country in more then 200 years. Thousands were feared dead, while bloodied survivors gathered in the streets in search of much-need help.
CIOFF® made an appeal to all its members to contribute a small token of donation as gesture of family of CIOFF® to lighten the burden of our World-Fellows in Haiti. The CIOFF® Treasurer arranged special sub-account to collect the contribution from National Sections and send the donated money to Haiti to help with recovering from the catastrophe in Haiti.
The collection of donations to CIOFF® Haiti has been very favourable. The amount of 6274 Euros has been received to the account of which an amount of 6200 Euros has already been transferred to help Haiti via “Partners in Health”, an organization advised by the National Delegate of CIOFF® Haiti, Ms. Yvrose Green.
CIOFF® received a letter of thanks from “Partners in Health”.

2010 CIOFF® WORLD MEETING
Anseong, South Korea 16th -24th April
Anseong, South Korea hosted the 2010 CIOFF® World Meeting of the International Council of Organizations of Folklore Festivals and Folk Arts, which included CIOFF® EXCO & Council Meeting, Meeting of the Asian and Oceanian Sector, Joint Meeting of the Festivals Commission and Working Group on Public Relations and Meeting of Folkloriada Working Group.
The meeting was extremely well organized by CIOFF® Korea National Section All sessions took place in Anseong, the host city of CIOFF® Folkloriada 2012, so all the delegates also had a chance to explore the future sites of Folkloriada, get a taste of Korean Culture and Hospitality, and meet with government officials.
The delegates were also treated to performance by famous dance and music folklore group Namsadang, tour of Folklore Village and other Cultural Tours.
We are extremely grateful to CIOFF® Korea for their warm hospitality, excellent organisation and for giving all of us the unique insight and unforgettable experience of the Korean culture and folklore.
